Fox comes with Quick Translation section in Customize > Quick Translation. There you can translate very basic words like Next, Previous, Keep Reading.. without installing additional plugins.
In case you wanna translate the theme fully, please consider to install & use plugin like Loco Translate or TranslatePress.
